Biography
Matt Phelps
Matthew Phelps is a seasoned crash reconstructionist, certified commercial vehicle inspector and ACTAR-accredited expert with more than a decade of experience. He joined Dynamic Safety LLC as a consultant where he provides forensic consulting services including motor vehicle crash reconstruction, vehicle system analysis, heavy vehicle downloads, and drone-based mapping out of the Kansas City, Missouri Office.
Before joining Dynamic Safety, Matthew led his own consulting firm, Phelps Reconstruction LLC, where he handled civil litigation cases across Missouri and surrounding states. He also served over ten years in the Kansas City, Missouri Police Department's Accident Investigation Section, where he investigated serious injury and fatal crashes. He currently remains active with KCPD’s Commercial Vehicle Inspection Section, performing FMCSA-certified inspections of commercial motor vehicles, hazardous materials carriers, and passenger vehicles.
Matthew holds a B.S. from Missouri State University and maintains certifications in 3D laser scanning, Event Data Recorder analysis, forensic mapping, and advanced commercial vehicle inspection. He is a certified FAA Remote Pilot. Matthew is also a regular instructor at the Kansas City Regional Police Academy.
He is a member of the Society of Automotive Engineers (SAE), the Midwest Association of Technical Accident Investigators (MATAI), the Illinois Association of Traffic Accident Investigators (IATAI), and the Traffic Incident Management National Coalition Network.
